9. Competition Rules and Procedures

9.1 Rules Framework

The event shall be conducted in accordance with:

· the 2025 Competition and Technical Rules approved by the Chinese Athletics Association;

· the Road Running Event Management Regulations of the Chinese Athletics Association;

· the World Anti-Doping Code;

· the Anti-Doping Rules issued by the General Administration of Sport of China;

· the Anti-Doping Management Regulations for Road Running Events of the Chinese Athletics Association; and

· these Competition Regulations.

 

9.2 Start Procedure

The race will use a wave start system.

Detailed starting arrangements and procedures will be announced by the Organising Committee before the race.

 

9.3 Start Order and Starting Corral Assignment

9.3.1

Participants must line up and start in their assigned starting corrals.

9.3.2

Starting corral assignments will be determined based on participants’ personal best Marathon or Half Marathon results achieved in Chinese Athletics Association-certified events within the previous two years and available for verification.

 

9.4 Race Check-in

9.4.1

Participants must enter their designated assembly areas according to their assigned bib zones from 7:00 AM on race day.

9.4.2

Participants may not complete race check-in in a different zone or start from an unassigned starting corral. Any violation will result in cancellation of the participant’s result and ranking.

9.4.3

Athletes with disabilities who meet the participation requirements may participate in the race.

To ensure the safety of wheelchair athletes and other participants, wheelchair athletes must check in and assemble at the rear of the last assembly area.

Participants who fail to comply with this requirement will be disqualified.

9.4.4

Participants will not be permitted to enter the course and start the race after 10 minutes from the final starting signal.

9.5 Cut-off Time and Distance

To ensure the safety of participants and the smooth operation of the race, cut-off times shall be implemented at designated points along the course.

Road sections shall remain closed to public traffic within the specified cut-off times and shall be reopened after the cut-off time has passed.

Participants who fail to complete the corresponding distance within the specified cut-off time must stop the race and leave the course immediately.

Participants who withdraw from the race may take the Sweep Bus provided by the Organising Committee or use public transportation to return to the Finish Area if necessary.

Note:
In case of special circumstances or emergencies, the Organising Committee reserves the right to implement earlier cut-off arrangements or suspend the race according to actual conditions.

Participants shall follow the instructions of race officials.

 

9.6 Timing

An electronic timing system shall be adopted for the race.

Timing will begin when the participant crosses the start line.

Participants must wear the electronic timing chip provided by the Organising Committee correctly.

Participants are responsible for any consequences arising from failure to record a result because the timing chip was not worn correctly.

Requirements for Wearing the Race Bib and Timing Chip:

· The race bib and timing chip must remain visible and properly worn;

· The bib must not be covered or obscured;

· The bib must not be folded, torn or damaged, and the timing chip must not be removed.

Timing mats will be installed at:

· the Start Line;

· the Finish Line;

· every 5 km split timing point;

· the 21.0975 km point;

· turnaround points.

Participants must cross all timing mats installed along the course.

If a participant fails to obtain a timing record at any timing point, the participant’s race result and ranking shall be cancelled.

 

9.7 Bag Check and Collection

9.7.1

Baggage check services will be available to participants.

Participants must use the official bag provided by the Organising Committee.

The small bib matching the participant’s race number must be securely attached to the designated position on the official bag.

Only official bags issued for this event will be accepted at the bag check area.

Participants are responsible for large luggage and any items that do not fit inside the official bag.

Participants must complete baggage check before 7:40 AM on race day.

After the race, participants shall collect their baggage from the designated baggage collection area before 3:00 PM using their bib.

Participants who fail to collect baggage within the specified time shall collect it at the designated location of the Organising Committee within 5 working days after the race.

Any baggage not collected after this period shall be handled as unclaimed property by the Organising Committee.

 

9.7.2

Participants must not place valuables (including but not limited to mobile phones, valid identification documents, cash, watches, keys and other electronic devices), fragile items, flammable or explosive materials, or prohibited items inside the official bag.

Participants shall bear responsibility for any damage, loss or safety incidents arising therefrom.

9.8 Water, Sponge, Refreshment and Energy Stations

Water and Sponge Stations, Refreshment Stations and Energy Supply Stations shall be arranged along the course.

9.9 Medical Services

9.9.1

Fixed Medical Aid Stations will be located at the Start, every 2.5 km along the Course and at the Finish, and will provide medical services free of charge.

Mobile AED medical response services will be available along the Course.

 

9.9.2

Medical Aid Stations and medical volunteers will be positioned along the Course to assist with medical first aid and help maintain race order.

Participants may request assistance from the relevant personnel at any time if needed.

 

9.9.3

During the race, the Medical Representative and relevant Organising Committee staff may require a participant to stop if the participant’s physical condition makes continued participation unsafe.

A participant who disregards such a decision and continues will bear all resulting consequences and liabilities.

 

9.10 Toilets and Environmental Protection

9.10.1

Portable toilets will be provided at the Start, at 1 km and 5 km, every 2.5 km from 7.5 km to 40 km, and at the Finish.

 

9.10.2

Participants must not relieve themselves outside designated toilet areas at the Start, Finish or along the Course.

Participants must not discard packaging, bottles, cans or other waste outside designated disposal areas.

All waste must be placed in the sorting bins, waste bags or designated waste collection areas provided by the Organising Committee.

9.11 Anti-Doping and Doping Control

All participants, including retired athletes, must strictly comply with:

· the World Anti-Doping Code;

· the Anti-Doping Rules issued by the General Administration of Sport of China.

Doping Control will be conducted at this event in accordance with:

· the World Athletics Label Road Race Regulations;

· the Road Running Event Management Regulations of the Chinese Athletics Association;

· the Anti-Doping Management Regulations for Road Running Events of the Chinese Athletics Association.

 

9.12 Race Results and Official Finisher Certificates

The Organising Committee will make Official Finisher Certificates available for download within 24 hours after the race.

Marathon participants who finish within the Cut-off Time may use the official WeChat account to view their results and download or print their Official Finisher Certificates.

Official Finisher Certificates will remain available for download for 90 days.

 

9.13 Other Competition Requirements

Other specific requirements and arrangements related to the competition shall be subject to the Official Race Manual.

10. Entry Requirements

10.1 Age Requirement

Participants must be at least 20 years old as of 1 January 2027.

 

10.2 Qualification Requirements

Marathon participants must have completed either:

· one Marathon race; or

· two Half Marathon races

during the period from 14 September 2024 (inclusive) to 13 September 2026 (inclusive) in events certified by the Chinese Athletics Association.

Results from virtual marathon events shall not be accepted.

 

10.3 Medical and Physical Health Requirements

10.3.1

Road running is a high-intensity, long-distance and high-risk competitive sport that places high demands on participants’ physical condition.

Participants shall be in good health and have a foundation of long-term running exercise.

 

10.3.2

The Organising Committee recommends that all participants undergo a medical examination at a Grade II-A hospital or higher within one month before the race.

The examination is recommended to include:

· blood pressure measurement;

· routine electrocardiogram (ECG);

· 24-hour ambulatory ECG monitoring or exercise stress testing;

· cardiovascular, cardiopulmonary, liver and kidney function examinations.

If blood pressure is excessively high or significant abnormalities are found in the ECG (such as severe bradycardia), participants are advised to undergo further examinations, such as cardiac ultrasound, according to medical advice.

An ECG and cardiac ultrasound cannot replace each other.

Participants should evaluate their own physical condition based on medical examination results and register only after confirming that they are physically capable of participating in long-distance running.

 

10.3.3

Participants with any of the following conditions are not suitable for the race.

If participants conceal their health conditions and participate in the race, they shall bear all resulting consequences and responsibilities.

· Congenital heart disease or rheumatic heart disease;

· Hypertension or cerebrovascular disease;

· Myocarditis or other heart diseases;

· Coronary artery disease or severe arrhythmia;

· Diabetes with excessively high or low blood glucose levels;

· Participants who have had a cold within two weeks before the race, or who have experienced any of the following symptoms:

1) fever;

2) dry cough;

3) fatigue;

4) reduced sense of smell or taste;

5) nasal congestion;

6) runny nose;

7) sore throat;

8) conjunctivitis;

9) muscle pain;

10) diarrhea;

· Participants who consumed excessive alcohol or suffered from severe sleep deprivation on the night before the race;

· Pregnant participants;

· Participants with any other medical condition that makes exercise unsuitable.

10.4 Registration Method

Participants may register through the following official channels:

· the Chongqing Marathon official website (www.cqmarathon.com);

· the Chongqing Marathon official WeChat account;

· the Chongqing Chongma Sports official WeChat account.

 

10.5 Other Requirements

The Organising Committee may make adjustments as necessary based on event organisation requirements, including but not limited to:

· course and venue conditions;

· public safety;

· public health;

· event schedule;

· event capacity;

· registration requirements;

· participation requirements.

If any adjustments are made, the Organising Committee will issue announcements through official channels, including the event official website and official WeChat accounts.

All relevant matters shall be subject to the latest official announcements.

 

10.6 Entry Fee

10.7 Marathon Entry Quota Allocation

The total entry quota for the Marathon event is 26,000 participants.

The allocation of Marathon entries is as follows:

 

10.7.1 Public Lottery: 12500 entries

10.7.2 Time-Qualifying: 10000 entries

A total of 10,000 qualifying entries will be available.

Participants whose results meet the “2027 Chongqing Marathon Age Group Qualification Standards” will enter the qualification ranking process for their corresponding age group.

The final qualifying entry allocation shall be determined in accordance with Paragraph (3) below.

Age groups shall be determined based on the following calculation:

If the total number of qualified participants exceeds 10,000, the number of qualifying entries allocated to each age group shall be determined according to the allocation formula.

Number of Qualifying Entries for an Age Group = 10,000 × (Number of Qualified Participants in that Age Group ÷ Total Number of Qualified Participants)

Participants within each age group will be ranked according to their Net Time, from fastest to slowest.

Participants with higher rankings will receive qualifying entry priority until the quota for that age group is filled.

Qualifying results shall be based on participants’ personal best Marathon or Half Marathon Net Time results from events available for verification on the China Marathon website.

Eligible race dates:

14 September 2024 (inclusive) to 13 September 2026 (inclusive).

 

10.7.3 Chongqing Marathon Series Guaranteed Entry: 1000 entries

The top 500 male participants and top 500 female participants from the 2026 Chongqing (Changjiahui) Half Marathon must meet the 2027 Chongqing Marathon entry requirements and must register through the official website and complete payment from 13 November 2026 to 20 November 2026. Participants who fail to complete registration within the specified period will be deemed to have waived their guaranteed entry qualification.

 

10.7.4 Sponsor and Media Partner Entries

Participants entering through sponsors or media partners must still meet all eligibility and registration requirements specified in these Registration Guidelines. Entries may not be transferred or resold.

10.8 Registration Procedure

10.8.1 General Participants

General participants shall complete registration through the official website or official WeChat accounts according to the following procedure:

Log in to the official website or official WeChat account → Select Online Registration → Select the Event Category → Read and agree to the Participant Declaration, Anti-Doping Commitment and Personal Information Protection Notice → Complete the Questionnaire → Fill in Personal Information → Pay the Entry Fee → Enter the Lottery

10.8.2 Elite Athletes

Elite athletes shall be invited by the Organising Committee and shall not participate through the general participant registration process.

Domestic elite athletes shall be subject to the list of domestic elite athletes published on the China Marathon website.

Elite athletes’ participation arrangements shall be handled by the Organising Committee.

10.8.3 Participants with Disabilities

Registration and participation arrangements for participants with disabilities shall be implemented in accordance with the relevant provisions of the Notice on Participation of Athletes with Disabilities in National Marathon and Related Events issued by the Chinese Athletics Association.

(1)

This event will not establish a competitive wheelchair category.

Competitive wheelchair athletes are not permitted to participate in this event.

(2)

Participants with disabilities (including wheelchair participants) must meet the entry requirements and pay the entry fee according to the registration requirements.

Participants with visual impairments must upload proof of disability during registration and submit relevant information of one guide runner.

(3)

Before the start of the race:

· participants with visual impairments;

· participants with hearing impairments;

· participants with intellectual disabilities; and

· participants with upper-limb disabilities

shall assemble and complete check-in together with general participants in their assigned starting corrals.

Wheelchair participants must complete check-in and start from the designated wheelchair assembly area.

During the race, to ensure the safety of all participants:

· participants with visual impairments must be accompanied by a guide runner throughout the entire race;

· other participants with disabilities and wheelchair participants are also encouraged to participate with guide runners.

Guide runners must be selected from officially registered participants who have obtained entry places through this event.

 

10.9 Race Pack Collection

Detailed arrangements for race pack collection shall be subject to the Pre-Race Pack Collection Instructions issued before the event.

11. Rankings and Awards

11.1 Race Ranking Awards

The top eight male and female Marathon finishers will receive prize money according to the following table.

The prize money is denominated in USD.

For Chinese athletes, the prize money shall be paid in RMB based on the central parity rate of USD against RMB announced on the race day.

11.2 Special Awards for Chinese Athletes

11.3 Non-Cumulative Prize Rule

If a Chinese athlete receives both a Race Ranking Award and a Special Award for Chinese Athletes, the athlete shall receive the award with the higher prize amount only.

The prize money from these two award categories shall not be accumulated.

 

11.4 Course Record Bonuses

11.4.1 Event Course Record Bonus

(Based on Gun Time, First Place Only)

Athletes who break the current course record will receive the following bonus:

Men: faster than 2:07:18 - RMB 60,000.

Women: faster than 2:21:27 - RMB 60,000.

 

11.4.2 Chinese Athlete Event Course Record Bonus

(Based on Net Time, Chinese Athletes Only)

Athletes who break the current Chinese athlete course record will receive the following bonus:

Men: faster than 2:10:21 - RMB 10,000.

Women: faster than 2:22:41 - RMB 10,000.

 

11.4.3 Course Record Bonus Rule

If an athlete qualifies for multiple Course Record Bonuses, only the higher applicable bonus amount shall be awarded.

The prize money from different Course Record Bonuses shall not be accumulated.

 

11.5 Prize Awarding Procedures

11.5.1

The results of all award-winning athletes shall be published on the official event website for 10 days.

Prize money shall be distributed after confirmation that no anti-doping violations have occurred.

If an athlete is confirmed to have committed an anti-doping violation:

· the athlete’s ranking and prize money shall be cancelled;

· subsequent rankings shall not be moved up.

 

11.5.2

The Race Ranking Awards and Course Record Bonuses may be accumulated.

 

11.5.3

Prize money shall be subject to a 20% individual income tax withholding by the Organising Committee in accordance with the relevant provisions of the Individual Income Tax Law of the People’s Republic of China.

The top eight male and female Marathon athletes shall make a contribution equal to 2% of their prize money to the World Athletics anti-doping fund.

The Organising Committee shall deduct this amount from the prize money and pay it to World Athletics.

 

12. Penalties and Disciplinary Measures

Video surveillance will be conducted throughout the entire race area, including the Start Area, course and Finish Area.

During the race, event staff and judges may take the following action:

· stop a participant who violates these Competition Regulations from continuing;

· confiscate the bib of a participant who commits a violation;

· disqualify the participant.

After the race, the Organising Committee will impose penalties based on the nature and severity of violations.

Penalties may include:

· warning and education;

· an internal interview;

· an order to submit a written statement of explanation;

· suspension of eligibility to compete;

· disqualification;

· cancellation of race results;

· public censure;

· a warning;

· a severe warning;

· cancellation of results from the Chongqing Marathon;

· a ban from Chongqing Marathon events for one to three years or for life; and

· referral to the Chinese Athletics Association for further disciplinary action.

Violations include but are not limited to:

· Obtaining entry qualification through false information;

· Carrying two or more timing chips during the race;

· Concealing health conditions in order to participate in the race;

· Participating under another person’s identity; forging bibs or identification documents; or committing fraud;

· Altering, covering or obscuring a bib without authorisation;

· Transferring a bib to another person;

· Failing to wear suitable sportswear, or failing to wear and clearly display the bib as required;

· Failing to start from the assigned starting corral or in the designated starting order;

· Making a false start before the official starting signal;

· Entering the race course using unauthorised vehicles;

· Failing to complete the prescribed course, taking shortcuts, joining the course partway through, or re-entering the course after travelling by public or private transport;

· Pushing, shoving, tripping or intentionally interfering with other participants;

· Passing through the Finish repeatedly in violation of the rules to collect additional post-race items;

· Entering the Finish Area to obtain finisher items without completing the race;

· Refusing to follow instructions from race officials, staff or volunteers;

· Using abusive language, fighting or causing public disorder during the race;

· Manipulating results, colluding with others, or intentionally influencing race outcomes for improper benefits;

· Publishing or spreading improper statements that violate laws or regulations or involve political propaganda, religious extremism, racial discrimination or personal attacks, thereby causing an adverse social impact;

· Other conduct that violates sportsmanship or ethical standards and causes serious adverse impacts;

· Other conduct that violates these Competition Regulations or relevant rules.

13. Assumption of Risk

13.1 As a road running competition, this event involves inherent risks. Before registering, applicants must fully understand the risks of marathon running and must read, acknowledge and sign the Participant Declaration and the relevant safety and risk disclosures.

13.2 Under Article 1176 of the Civil Code of the People’s Republic of China, a person who voluntarily participates in a cultural or sports activity involving inherent risk may not require another participant to bear tort liability for harm caused by that participant, unless the harm was caused intentionally or through gross negligence.

13.3 The Organising Committee will provide risk disclosures and safety guidance through the Registration Guidelines, Participant Declaration, Official Race Manual and other materials. Applicants should register voluntarily only after fully understanding the relevant risks.

14. Insurance

14.1

The Organising Committee will purchase insurance covering all participants and staff during the event.

If insurance cannot be purchased or insurance claims cannot be processed due to incomplete, inaccurate or untrue registration information provided by participants, all resulting legal responsibilities, including but not limited to the inability to obtain insurance compensation, shall be borne by the participants.

Anyone who runs under another participant’s identity, participates without an official entry, or uses a bib not issued for this edition of the event will not be covered by the insurance purchased by the Organising Committee and will also be subject to the applicable penalties.

14.2

If a participant experiences physical discomfort or develops an illness or symptoms during the event for reasons attributable to the participant, including but not limited to a chronic or underlying condition or insufficient physical capacity, and the insurer determines that the condition falls outside the scope of coverage and that the consequences were caused by the participant’s own condition, the participant will bear the resulting liabilities and expenses. Such symptoms include, but are not limited to, heatstroke and fainting.

Participants are advised to carefully assess their physical condition before registering and participating in the race.

14.3

During the event, the Organising Committee will provide free emergency medical treatment limited to on-site first-aid services.

For subsequent hospital treatment, participants must first settle any expenses with the hospital. For expenses within the scope of insurance coverage, participants may then submit a claim to the insurer or communicate directly with the insurer.

The Organising Committee may assist by providing necessary supporting documents and information.

15. Technical Delegates, Technical Officials and Judges

Technical Delegates and Technical Officials shall be appointed by the Chinese Athletics Association.

Judges shall be appointed by the Chongqing Athletics Association.

17. Final Interpretation
